Summary:
Provide support, advice and guidance to operations and proposal groups on the administration of the personnel security program.


Essential Job Functions: (not limited to duties as described - performs related duties as requested)
1) Provide personnel security oversight for the personnel security program.
2) Process background investigation paperwork to the Defense Security Services (DSS), Office of Personnel Management (OMP) through the use of the EPSQ, and e-QIP program and also through regular processing methods.
3) Conduct regular audits of employee background investigations to ensure compliance and submission of required paperwork and appropriate investigations.
4) Position serves as the POC in establishing, and administering the personnel security program for all employees.
5) Will establish and maintain rapport with those government agencies that provide background investigations and checks, etc. for the Department of Defense (DoD).
6) Responsible for developing instructions and procedures needed to implement policies to create efficient clearance processing.
7) Implementing and maintaining records and databases for program security such as JPAS, SMS, SPAD, CPAD EPSQ, and manual recordkeeping, and reporting for all investigative activities.
8) Responsible for initial employee finger printing used for personnel clearance processing.
9) Responsible for performing all personnel security functions to include, but not limited to: processing new employees for security clearances, conducting indoctrination briefings/debriefings, processing individuals for necessary badges, and processing incoming/outgoing visit requests and certifications.
10) Assist with the preparation of personnel security management reports and assist with maintaining personnel clearance databases.
11) Initiate and track security clearance investigations and perform administrative support functions to include:
-Automated Database input
-Joint Personnel Adjudication System (JPAS) administration
-Provide customer service during the submission of security clearances
-Responsible for the review of required forms, processing and screening of security forms (SF86) of various background investigations, and associated paperwork for accuracy
-Assists in the review of results of background investigations, and also review the results of the FBI fingerprint checks and ensures the required paperwork is -submitted


Education and
Experience: (or equivalent)
Associate Degree. Two additional years of experience may be substituted for each missing year of education. Successful completion of FSO training by the Defense Security Service Academy (DSSA). Two years applicable security experience.


License and Certifications: FSO Certification


Knowledge and Skills:
Experience with E-QIP/JAPS/EPSQ. Proficiency in use of Microsoft WORD, EXCEL and POWERPOINT.
Ability to operate standard office equipment.
Travel: 25%


Security Clearance: Current Secret level with the ability to obtain Top Secret-SCI

Estimated Salary: $20 to $28 per hour based on qualifications.

The check will bounce and the victim is left responsible.
